Background

Shenzhen and Zhuhai operate some of the busiest border‑control checkpoints in the world, serving as primary gateways between Mainland China, Hong Kong, and Macau. Collectively, these ports have visitors over 1.2 million cross‑border passengers per day, with individual checkpoints such as Luohu, Futian, and Gongbei each processing hundreds of thousands of travelers daily. This extreme traffic creates a demanding retail environment inside immigration halls, where transaction speed, accuracy, and regulatory compliance directly impact border‑control flow.

ID verification within these border‑control retail stores relied on manual ID inspection and manual name entry before 2024. However, manual data entry was too slow and error‑prone for high‑volume checkpoints where peak hours can exceed 2,000 customers per hour per store, and even minor delays can cause congestion that disrupts immigration operations.

In 2024, new regulatory requirements mandated automatic extraction of name, document number, and validity period from travel documents.  To meet these requirements across 60+ stores and ~350 cashier counters, we deployed all‑in‑one identity document readers capable of delivering fast, compliant, and reliable verification—without requiring upgrades to legacy POS systems.


Key Challenges

1. New Compliance Framework

In early 2024, border‑control authorities introduced the Automated Identity Capture Requirement, mandating that all retail transactions inside immigration halls must automatically extract a traveler's name, document number, and validity period from official travel documents. Manual inspection and manual entry no longer met compliance, auditability, or accuracy standards. The retailer needed a fully automated, regulation‑compliant verification workflow across all stores.


2. High Traffic Environment

Shenzhen and Zhuhai checkpoints routinely process over 1.2 million cross‑border passengers per day, with individual stores facing peak loads of 2,000+ customers per hour. In such high‑pressure environments, even a few seconds of delay per transaction can cascade into long queues that disrupt both retail operations and border‑control passenger flow. The manual workflow simply could not keep pace with the volume.

3. POS System Integration

Many cashier terminals still operated on Windows XP and older POS hardware. Conventional full‑page passport readers required higher system resources and were incompatible with these legacy environments. A full hardware refresh across 60+ stores would have been costly, time‑consuming, and operationally disruptive. The retailer needed a lightweight, plug‑and‑play solution that could run reliably on existing systems.

4. High Error Rates & Manual Workflows

Before the policy, ID verification and manual data entry took 15–20 seconds per customer, with error rates reaching 3–5%. These inaccuracies created compliance risks, slowed down transaction throughput, and increased the burden on employees especially during peak cross‑border traffic.

To comply with the 2024 Automated Identity Capture Requirement, they deployed our All‑in‑One Identity & Document Reader (MEPR10) across more than 60 stores and ~350 cashier counters. The MEPR10 supports a full range of travel documents—including passports, Home Return Permits, Mainland Travel Permits, and Taiwan Compatriot Permits—ensuring complete regulatory compliance.

It automatically extracts name, document number, and validity period within seconds, eliminating manual entry and ensuring consistent, audit‑ready accuracy.


2. Seamless Integration to POS Systems

A key requirement was compatibility with legacy POS environments, many of which still operated on Windows XP. The MEPR10's lightweight SDK, low resource footprint, and plug‑and‑play USB interface enabled direct integration without requiring hardware upgrades or system replacements.

This allowed the retailer to modernize identity verification without disrupting existing operations or investing in costly infrastructure changes.


3. High‑Speed Processing Optimized for High‑Traffic Checkpoints

The MEPR10 is developed for environments with extreme passenger traffic. Its fast OCR, MRZ, and RFID parsing reduced verification time from 15–20 seconds to under 3 seconds, significantly increasing throughput during peak hours.

This performance was critical in preventing queue buildup and ensuring that retail operations did not interfere with border‑control passenger flow especially in checkpoints processing over 1.2 million travelers per day.


4. Accuracy, Consistency, and Reduced Error Rates

By automating data capture, MEPR10 eliminated the 3–5% error rates associated with manual entry. It delivers consistent accuracy across all stores, reduces employee workload, and ensures a standardized verification process.

The system also provides a clear audit trail for compliance reporting and regulatory inspections, strengthening the retailer's operational governance.

Automated data capture removed manual entry errors, improving data integrity across all transactions. The standardized workflow reduced staff workload and ensured consistent, audit‑ready accuracy across 60+ stores.


Seamless Operation on Legacy POS Systems

The MEPR10 integrated directly with existing Windows XP‑based POS terminals, avoiding costly hardware upgrades. This allowed the retailer to modernize identity verification without operational disruption, completing the rollout across ~350 counters in a short deployment window.

Faster processing and reduced queue times significantly improved the customer experience in one of the world's busiest border‑control environments. The MEPR10 enabled stores to handle high‑density passenger flow while maintaining service quality and compliance.Even in high‑traffic periods, queue times now remain at or below 2 minutes, preventing congestion that could interfere with border‑control passenger flow.
